• Leaders must "give support and development opportunities to new tutors" so they can teach the full curriculum, particularly subjects like English and mathematics where they may lack expertise.
• The provider needs to "provide learners with the teaching and support they need to achieve English and mathematics qualifications," as the current proportion of learners achieving these is "too low."
