Kilmoyle Primary School

Overview

This report details a sustaining improvement inspection conducted in October 2017, during which staff participated in industrial action involving non-cooperation with inspectors. Consequently, the Education and Training Inspectorate was unable to evaluate the quality of learning, teaching, or the school’s capacity for self-evaluation. The report concludes that the inspectorate cannot assure stakeholders of the quality of education or safeguarding provided at the time.

Strengths

• The report notes that during a follow-up visit, pupils in years 6 and 7 spoke “very positively” about how well they are supported by staff.
• Pupils reported that they “enjoy their learning experiences” and the “wide variety of extra-curricular activities available.”
• Children stated they “feel safe” and are aware of procedures regarding their welfare or safety.

Areas to improve

• The employing authority, governors, and staff must plan for issues related to the “sustainability of the school provision and school budget.”
• The school needs to “complete promptly the review of outstanding policies” regarding safeguarding arrangements.
• The school is designated a “high priority for future inspection with no further notice” due to the inability to assure quality.

Safeguarding

The initial inspection found no evidence that safeguarding arrangements reflected Department of Education guidance, but a follow-up visit confirmed they “reflect broadly” the guidance, though policy reviews remain incomplete.
