Chapel Road Primary School

Overview

This report details a Sustaining Improvement Inspection conducted in September 2017, which was significantly limited by industrial action. Because staff refused to cooperate with inspectors, the Education and Training Inspectorate (ETI) could not evaluate key aspects of the school’s performance. Consequently, the report states the ETI is “unable to assure parents/carers... of the quality of education being provided for the children.”

Strengths

• The previous inspection in June 2012 evaluated the school’s overall effectiveness as “very good.”
• The school had previously participated in the pilot of the sustaining improvement inspection in September 2014.
• Evidence provided indicated that safeguarding arrangements “reflect broadly the guidance from the Department of Education.”

Areas to improve

• The report does not list specific pedagogical or operational improvements, as the inspection was unable to evaluate “the lines of inquiry” or “the quality of learning and teaching within the classrooms.”
• The school is designated as a “high priority for future inspection with no further notice” due to the inability to assess current standards.

Safeguarding

The report notes that while provided evidence suggests arrangements align with Department of Education guidance, the ETI was “unable to evaluate fully... the outworking of the arrangements for safeguarding in the school” because staff did not cooperate with discussions.
