Hart Memorial Primary School

Overview

This monitoring inspection was conducted during industrial action involving "action short of strike," during which the principal and teachers refused to co-operate with inspectors. Consequently, the inspection could not evaluate the quality of education, teaching, or learning outcomes, as no evidence was made available for assessment. The report concludes that the ETI is "unable to assure parents/carers... of the quality of education being provided for the children."

Strengths

• The report identifies no strengths regarding educational quality or leadership, as "no key findings can be reported" due to non-participation.
• The school provided evidence that safeguarding arrangements are "satisfactory" and reflect "broadly the guidance issued by the relevant Departments."
• Children reported that they "feel safe in the school" and are aware of procedures for raising safety or welfare concerns.

Areas to improve

• The school must address the lack of co-operation that prevented the evaluation of "action to promote improvement and its impact on learning and teaching."
• The school is designated as a "high priority for future inspection with no further notice" to allow for a full assessment of educational quality.

Safeguarding

The report states that while safeguarding arrangements appear satisfactory and children feel safe, the ETI was "unable to evaluate fully, the outworking of the arrangements for safeguarding in the school" due to the industrial action.
